Blanchard plans to extend water reach as population grows


The Blanchard Municipal Improvement Authority approved the Water Master Plan Tuesday to meet future water demands.

The plan calls for building a 12-inch water line to facilitate the purchase of water from Newcastle, as well as construction of a new 500,000 gallon storage tank.

An additional water source and more storage is needed to meet expected demand for the next 20 years. The Oklahoma Department of Commerce projects that McClain County will grow at a rate of 22 percent over the next 22 years. According to BMIA statistics, the city will, as a result, use 1,059,825 gallons per day in 2035, an increase of 441,228 gallons per day used in 2013.

The cost of the construction of a connection to Newcastle is expected to total $1,626,600, according to Glenn Sullivan and Associates, Inc., the engineering firm hired by the city to conduct a report. In addition to serving the increasing population, City Manager Robert Floyd said the line would also facilitate development along US-62.

"They're considering connecting [to Newcastle's water line] at [US-62]," Floyd said. "The connection to and the purchase of water from the city of Newcastle will allow [Blanchard] to develop along the US-62 corridor." 

Blanchard will either build a 500,000 gallon elevated storage facility or a welded steel standpipe. Construction of the storage facility is expected to be $1,404,920, according to the report.

Floyd said financing will need to be determined by the council to implement the plan and the city can issue up to $5.1 million in bonds.

The city council also awarded a bid to Silver Star Construction to improve the streets on Fox Run Lane. 

Fox Run project is expected to cost $420,000, Floyd said, and he expects Silver Star to submit insurance and bonds to finance the project within the week.

Floyd said a special session for the project will be called when the city receives the information back from Silver Star.
