Patrol results in creek chase

CHICKASHA —

A man was arrested after hiding from police in a local creek Tuesday night. 

Chickasha Police Officer David Michael Harper-Head was on patrol in the 400 block N. 12th Street when he noticed two men standing in the driveway of a residence where previous instance of drug use had occurred. Harper-Head identified one of the men as Allen Mandrell, but could not identify the other man clothed in a hooded sweatshirt. He said Mandrell was approximately three blocks from his home.

"| began to stop my car so | could talk with the subjects. I was in a marked patrol car and wearing full uniform. As | stopped the male in the hooded sweatshirt began to run eastbound. Mandrell looked at me and held his hands up and did not move. I turned on my lights and Siren and drove backwards cutting off the subject's path onto N. 12th Street. The subject ran back to the eastbound and l followed. The subject eventually ran into an area of vegetation and I lost sight of him. l called for assistance from other officers and | got out of my car. I began to walk the area on foot," Harper-Head wrote in an incident report. 

Several construction workers in the area told Harper-Head they saw a man run into Line Creek, a small body of water in the area.

"The grass around the South bank of Line Creek made it hard for me to see, but a construction worker pointed directly to where l needed to go," Harper-Head said. "| went to that location and could see the top of someone'e head. l began giving commands to the subject to come out of the water." 

After several commands the suspect walked out the water. Harper-Head said he was covered in mud and water, but he was still able to identify the suspect as Kerry Frank Foster. 

Foster was arrested for obstructing an officer.
