Man arrested for strangling cousin

A man was arrested for strangling his cousin following a domestic altercation on Saturday. 

Chickasha Police Officer Derek Hunt said there were marks on Candice Osceola'a neck consistent with those that seen from strangulation. 

"Candice told me that she had been in a verbal altercation with William (Tartsah) over family matters," said Hunt. "Candice told me that William struck her twice in the left side of her face. Candice also stated that William had strangled her around her neck with his hands for several seconds." 

Tartsah said Osceola and Laketa Williams threw a bottle that struck him in the face earlier that day, according to Hunt who said he observed no injury on Tartsah's face. 

Hunt said he could smell alcohol from all three subjects.

Tartsah was placed under arrest domestic abuse by strangulation.
